Jeremy Williams is the founder of Star of the Sea Consulting, LLC—a service disabled veteran-owned business (SDVOB) that delivers manpower analysis, staffing validation, and leadership development services for public agencies, local governments, and private-sector organizations across the Pacific Northwest and beyond.
A 15-year veteran of the U.S. Coast Guard, Jeremy served as an Operations Specialist where he managed classified intelligence functions under Top Secret clearance, prior to the creation of the Intelligence Specialist rating. He is a medically retired, combat-wounded veteran under Chapter 61, and continues to advocate for fellow service members—including lobbying efforts in support of the Major Richard Star Act.
Jeremy holds a Bachelor of Arts in Management and an Associate of Arts in Communications. He received formal training from the U.S. Army Manpower Analysis Agency (USAMAA) and has applied doctrinally sound methodologies aligned with AR 570-4, AR 71-32, DoDD 1100.4, and DoDI 1100.22 to restructure complex workforces and validate essential staffing requirements.
Over the course of his consulting career, Jeremy has directed strategic communication efforts across five major Army acquisition functions, supported over 400 virtual stakeholder engagements, and delivered executive briefings that directly influenced multimillion-dollar workforce decisions. He is also the architect of the Navigator’s Council—a proprietary 360° leadership feedback model designed to help leaders grow through structured reflection, anonymity, and actionable insights.
His work blends military precision, Catholic values, and servant leadership. Clients describe his approach as honest, measured, and deeply mission-aligned—equal parts analysis and integrity. Jeremy and his wife homeschool their five children and remain actively rooted in their community in Coeur d’Alene, Idaho.
